Will there be an Osama 'peace dividend'?

Defense Secretary Robert Gates, who is retiring once his successor Leon Panetta is confirmed by the Senate, on a trip to Iraq last month. With Osama bin Laden dead, can America go back to the days before terrorism and the big defense costs that came with it?
